Minutes of Committee Meeting held on Wednesday 4th October 2017

The meeting was held at 33 William Price Gardens at 8.00pm. Those present were: Paul Johnson, Roxanne Johnson, Deana Tarrant, Kevin Morgan, Dan Bray, Wendy Brown, and Richard Kendal.

1. Minutes of last meeting held on 29.08.2017

Minutes of last meeting proposed acceptance by Roxanne Johnson and seconded by Kevin Morgan. Minutes adopted.

2. Matters arising

With reference to the wooden gate currently lying in the shrubs, needs to be put back & padlocked or a new gate. Quote not received yet.

Ongoing Action: Still awaiting Hannah to provide a quote. The two gates make the entrance to where the Southern Water pipes are. The gate needs to be put back, there is a covenant that gates are to be maintained at our cost.

Action: Paul will look up the covenant document he has from the Land Registry with reference to the access for the Water Board.

Ongoing Action: Paul wrote to Holdings & Management Solitaire to request results of the Survey, and ref excessive fees.

Jennifer Gibson has confirmed they will do a re-tender, but not heard anymore with reference to the survey results.

Action on Hold: Paul will initiate Legal paperwork and start proceedings to sue them, this action has been put on hold, pending progress with Jennifer Gibson.

Paul contacted Robert Peach who was able to help re Legal proceeding- action closed

Paul has added Facebook Group Account address to the PLRA website, Also added the corrected AGM date.- action closed

Paul printed out the Updated RA Membership List to take to the AGM for Residents to sign in against. – action closed

Paul has new neighbours, has collected membership fee from them.- action closed

Kevin advised the first house in Harrison Road has advised there is a problem with overgrown tree from his property. Kevin has highlighted this with Hannah on the site visit. Hannah to get Tree surgeon to investigate.

Ongoing Action: Kevin to monitor and report back on next site visit.

Roxane advised the Scots pine tree, on the left near Harrison Road at ground level a 2ft to 3ft section is diseased, bark has come off. Kevin did report this to Hannah, advised will leave it for now, there was concern over whether the correct tree was looked at. (The tree is on left hand side of path on the way down to Harrison Rd).

Action: Roxanne to estimate if this tree poses a threat to property.

Ongoing Action: Kevin to monitor with Hannah on next site visit and report back.

Ongoing Action: The garden area at the pinchpoint of WPG entrance. Deana will trim some of the shrubs in this area to ensure they are not too high and do not obscure drivers.

Ongoing Action: 25 Harrison Road, reported that tree roots are growing through lifting the tarmac, Hannah is aware. Kevin to monitor with Hannah on next site visit and report back.

3. Treasurer’s Report

Roxanne has taken over the Treasurer Role.

Balance in the Bank Account = £2015.52

£3.99 Petty Cash + £5.00 membership fees collected

£20 membership fees collected

£4.00 unaccounted for membership fees, which was taken at the AGM.

4. Management Fees

Paul has not heard anymore from Jennifer Gibson

Action: Paul will progress this.

5. Actions from AGM

To protect the landscape garden area from being vulnerable perhaps to Travellers accessing this land, it was suggested that reinforced concrete bollards be put in place in Poyner Close, or explore ways to create obstacles to stop potential access. A solution to be discussed with the Management Company.

Action: Kevin to discuss with Hannah on next site visit.

Approach FBC or HCC with reference to having double yellow lines at strategic places on the corners/bend at the bottom of William Price Gardens, visibility for pedestrians crossing the road is required, this is a safety aspect for pedestrians. It was thought that when FBC close car parks in Fareham in the near future, parking will be a bigger problem in residential areas.

Action: Paul to write to Hampshire County Council with reference to this issue.

6. Collection of Subscriptions

To be carried out by the following:

Deana – Evens WPG

Paul – Odds WPG

Richard – Coghlan Close

Dan – Poyner Close

7. A.O.B

Roxanne has taken on the Treasurer Role and enquired how many years we should keep accounting records. 6 years is reasonable, in line with the Inland Revenue.

Roxanne thinks the damaged Scotts Pine tree located on the left down towards Harrison Road has a fungus called ‘Dothistroma Needle Blight’ which is highly infectious and terminal for the tree.

Action: Roxanne to contact Hannah to highlight this to diagnose this, the tree may need to be cut down.

Action: Paul to take a photo of the damaged tree and forward to Wendy, for her brother who is a Horticulturist to help identify if this is the cause.

Action: Deana will update The Committee Schedule with the two new committee members details.

Dan advised that a Resident has asked when the AGM Minutes would be available on the website, they were concerned reference bollards being put up in Poyner Close.

Action: Deana to type up the Minutes and arrange to add to PLRA website.
